On 16 July 2014, the Committee on Institutional Affairs of the Parliament of Catalonia delivered opinion on the draft bill on non-endorsed popular consultations and other forms of civic participation, by 17 votes (CiU, ERC, PSC, ICV-EUiA and the CUP) to 4 (PPC and C's). The Bill has thus passed the last phase in committee and is now awaiting the Council for Statutory Guarantees to deliver opinion on the compliance of the initiative with the Spanish Constitution and the Statute of Autonomy of Catalonia. The final approval of the Law at the plenary session of the Parliament of Catalonia is expected in September.

The president of the Generalitat of Catalonia, Artur Mas, leads the third meeting of the National Agreement for the Right to Decide, to which more than 3,000 associations have adhered.
The Spanish Congress rejects the proposal of the Parliament of Catalonia to delegate to the Generalitat of Catalonia the power to convene the referendum.
The president of the Generalitat de Catalunya, Artur Mas, announced on 12 December 2013 the consensus reached among all the political parties in favour of the right to decide (CiU, ERC, ICV–EUiA and the CUP), regarding the date, question and procedure to convene a consultation on the political future of Catalonia. The head of government announced that the consultation will be held on 9 November 2014 and will contain a question with two sections: “Do you want Catalonia to become a State? Yes or No” and in the case of an affirmative response, "Do you want this State to be independent? Yes or No”.
On 23 January 2013, the Parliament agreed to begin the process of fulfilling the right to decide of the Catalan people on the future of Catalonia, by 85 to 41 with 2 abstentions. The Resolution passed is as follows: Declaration on the Sovereignty and right to decide of the people of Catalonia.
