epSOS: European Patient Smart Open Services

Funding: The epSOS project is co-funded with €36,5 Million by the European Commission Competitiveness and Innovation Programme (CIP) within the ICT Policy Support Programme.

A total of 23 different European countries participate in the project from 20 EU member states (Germany, Austria, Belgium, Denmark, Slovakia, Slovenia, Spain, Estonia, Finland, France, Greece, Hungary, Italy, Malta, Netherlands, Poland, Portugal, United kingdom, Czech Republic and Sweden) and 3 non-EU member states (Norway, Switzerland and Turkey). The Spanish Ministry, Andalusia, Balearic Islands, Castile La Mancha, Catalonia and Valencia are participating in the project.

Objective: To develop a practical eHealth framework and ICT infrastructure that will enable secure access to patient health information, particularly with respect to a basic Patient Summary and ePrescription, between European healthcare systems.

Evaluation Plan

The project is divided into different workpackages, one of the objectives of WP 1.2 is to evaluate the performance and the impact of the epSOS services (Patient Summary and ePrescription service). The CAHIAQ as beneficiary of WP 1.2 and with the consensus of a group of experts designed the first proposal of the evaluation plan (pdf, 574 KB)  which contained the design, variables, indicators, process and the data analysis.

The operational evaluation will be carried out as a process based on a three phase evaluation: baseline evaluation, Operation phase 1 evaluation and Operation phase 2 evaluation, presenting a synthetic analysis based on three pillars (service analysis and impact analysis).

Participants: direct actors (physicians, pharmacists and patients); indirect actors (information technology specialists, provider organizations and health authorities); system actors (epSOS national coordinators, national information technology specialists).

Dimensions: related with the performance and impact of the epSOS services.

Questionnaires: different types of questionnaires were designed: online physician and pharmacist questionnaires, patient paper-based questionnaire  (http://www.epsos.eu/evaluation-for-patients.html),  paper-based for information technology specialists.

Results

Baseline results
Interviews to a sample of physicians and pharmacists were carried out during the baseline phase in some pilot sites from different countries: Austria, Slovakia, Spain, Denmark, France, Greece, Italy, Czech Republic and Sweden. The results showed up the current process to attend foreigner patients in healthcare centres and pharmacies in different European countries (baseline document, pdf 429 KB).
