He holds a degree in Philosophy and Arts and in Medicine and Surgery from the Autonomous University of Barcelona, where he followed the Doctorate Programme "Pathogenesis of osteoarticular diseases".

Between 1995 and 2006, he was major of Alt Àneu Town Council for the PSC. He has been the first secretary of the PSC on the Territorial Federation of Lleida since 2000.

He has been a deputy in the Parliament of Catalonia for the PSC since 1999 and vice-president of the Parliamentary Commission for Town and Country Town and Public Works. In 2003 he also became secretary of the Parliamentary Commission for Agriculture.

From 1988 to 1999 he was a practising doctor at the Hospital Clínic in Barcelona, at the Hospital de Terrassa, at the Parc Taulí in Sabadell, at the Maternity Ward Hospital in Barcelona and at the Hospital Comarcal in Pallars.

In May 2006 he became secretary general of the Ministry of Agriculture, Livestock and Fisheries.
