Statute of Autonomy of 1979
Preamble
As part of the process of recovering their democratic freedoms, the people of Catalonia are recovering their institutions of self-government.

Catalonia, exercising the right to autonomy recognised in the Constitution and guaranteed to the nationalities and regions making up Spain, declares its wish to be constituted as an autonomous community.

At this solemn time when Catalonia is recovering its freedom, tribute must be paid to all the men and women who have contributed to making this possible.

This Statute is the expression of the collective identity of Catalonia and defines its institutions and its relations with the Spanish State in the context of free solidarity with the other nationalities and regions. This solidarity is the guarantee of the genuine unity of all the peoples of Spain.

The Catalan people proclaim freedom, justice and equality as the higher values of their collective life and they declare their will to move forward on the road to progress to ensure a decent quality of life for all those who live, reside and work in Catalonia.

The collective freedom of Catalonia finds, in the institutions of the Government of Catalonia, its link with a history of affirmation of and respect for the basic rights and public freedoms of persons and peoples; a history which the men and women of Catalonia wish to proceed with in order to build an advanced democratic society.

Faithful to these principles and in order to make Catalonia's inalienable right to self-government a reality, the Catalan parliamentary representatives propose, the Constitutional Committee of the Spanish Parliament agrees, the Catalan people reaffirm and the Spanish Parliament ratifies this Statute.
