The origin of a tradition of consensus in research and innovation policies in Catalonia
The Catalan Agreement on Research and Innovation (PNRI), led by the Honourable Mr Josep Huguet, Minister for Innovation, Universities and Enterprise, is envisioned as a long-term and far-reaching agreement, with broad consensus among social, economic and political agents, designed to shape a competitive country in a knowledge society founded on progress created by talent, science, technology and innovation.
Research and innovation – strategic priorities
Aims of the Agreement:
- To make research and innovation strategic priorities on the political, social and economic agenda of Catalonia.
- To create a long-term shared vision of the challenges, strategies and efforts needed to make research and innovation a motor to drive progress and enhance well-being in Catalonia.
- To promote, on the basis of mutual confidence and commitment, the synergistic action of socio-economic agents to achieve the common objectives of the country.
A cultural change in the principal agents of innovation and quality of governance in the innovation system in Catalonia
The Agreement aims to reach a consensus on:

- What are the economic, legal and social resources that must be mobilised?
- What is the organisation and governance for optimal decision making?
Why?
In spite of relatively good economic conditions and growing scientific impulse, Catalonia has a relatively unstable foundation for both competitiveness and research and innovation. Consequently there is no guarantee that it will be able to adequately meet existing social and economic challenges or take advantage of future opportunities.
If Catalonia does not make an effort in research and innovation in the coming years, its future could be compromised, at least in terms of the parameters of well-being and progress which Catalans have historically enjoyed, due to both their capacity and their ambition.
The proposal for the Catalan Agreement on Research and Innovation which is being prepared by the Ministry of Innovation, Universities and Enterprise based on the Framework Document of the Permanent Committee of Experts, will be submitted to a formal negotiation process with the principal signatories of the Agreement.
